City of Rocky River Construction Update 9-4-2024

2024 Street Repair Program – Phase I

RMH Concrete & Foundations, Inc. continues reconstruction on Sunnyhill Dr with expected completion in mid-October.  So far the contractor has replaced 20 catch basins, installed 495 linear feet of 12 “ storm sewer,  and replaced approximately 1580 square yards of concrete pavement (out of 6434 square yards).  Soil stabilization and underdrain installation is underway on the north side of Sunnyhill moving from east to west.  Both lanes of concrete replacement between Spencer Rd. and Thomson Circle are complete.  Thompson Circle and Sunnyhill (east of Thompson Circle) are accessible via Spencer Rd.  The remainder of access to West River Estates shall continue to be from Beverly Hills Drive.  Drivers must turn right at the stop sign.  Please exercise caution when driving through the construction zone.

 Kensington Road Improvement Project

Fabrizi Trucking and Paving continues the sewer/water/pavement rehabilitation project on Kensington Road, between Lake Road and Beach Cliff Blvd.  Work is expected to last through May, 2025.  Posted construction traffic continues to be one way from Lake Road to Beach Cliff Blvd.  All water line work including main and service connections have been completed,  including the installation of 774 linear feet of 8” water main and 22 service connections.  The contractor has started the installation of the 8” sanitary sewer main.  Sewer work will continue through the winter.  Please use caution around the work zone.

 2024 Asphalt Recycling Program

Asphalt resurfacing on Inglewood and Dorothy is complete.  The alley between Struhar and Wooster was not completed as part of the asphalt recycling program, but it will be resurfaced using typical milling and asphalt overlay on September 5th.  Mercedes between Linden and Idlewild was resurfaced as part of this project in lieu of the alley.

 2024 Street Repair Program – Phase II

Phase II of the 2024 Street Repair Program will include Mark Ave. and Bonnie Bank Blvd.  This project consists of curb ramp upgrades, casting adjustments, curb and apron installation, and asphalt resurfacing.  Work is expected to commence approximately September 16th.

 Linden/City Hall Multimodal Paths

The resurfacing and widening of the asphalt paths at Linden Park and the City Hall campus are complete.  Our Service Department team is currently working on adding a shoulder to the asphalt paths with packed limestone screenings.  Please enjoy the new Storybook Trail at Linden Park provided in part from a grant by the Ohio Department of Natural Resources and a local Eagle Scout.

Wooster Gas Main Installation Project

Enbridge’s (Dominion) contractor is continuing work on the gas main installation project for Riverwood Ave (Lakeview Ave to Wooster Rd) and Wooster Rd (Riverwood Ave to Detroit Rd).   All gas line installation work on Riverwood is complete.  The contractor is approaching the intersection of Wooster and Detroit with their gas line work.  Gas main installation is expected to be completed this week.  Pavement restoration has commenced on Riverwood and will continue north on Wooster.  Enbridge will be resurfacing the entire eastbound lane of Riverwood and the southbound lane of Wooster as part of the restoration. The total project is expected to be complete by the end of October.  The contractor will continue to maintain one lane of traffic in either direction with occasional flagging of traffic required.

 Westway Drive Closure

ODOT's contractor has begun the scheduled repairs of the Westway Bridge over I-90. Westway Dr. is closed in both directions between Detroit Rd and Wagar Rd.  The Rocky River Traffic Division adjusted the timing of the Detroit/Wagar signals in hopes of mitigating some of the congestion due to the detour from the Westway bridge closure.  Please consider an alternate route during rush hour if possible.  The bridge is expected to reopen by September 9th.  We thank you for your patience.

 2024 Community Sidewalk Rehabilitation Program

Work is expected to commence between Hilliard Blvd. and Center Ridge Rd. on Tuesday, September 3rd, 2024.  Property owners who were notified and chose to make repairs outside of the City’s sidewalk contract must have already completed any repairs.  If repairs were not made, and approved by the Building Department, the City will replace the non-compliant sections of sidewalk and property owners will be sent a statement of charges for these repairs.  Property owners will pay $12.49/sq. ft. for 4” sidewalk replacement and $15.49/sq. ft. of 6” sidewalk replacement (typically sidewalks crossing driveways).  If you have any further questions regarding this program, please contact the Office of Public Safety Service at 440-331-0600, or by e-mail at mfilipic@rrcity.com or ktaylor@rrcity.com.

 Bradstreet’s Landing Park

Restrooms are on schedule for construction in November/December of this year.  They will be constructed near the southwest corner of the parking lot(see rendering below).  The City has contracted with SmithGroup for the field work, design, and engineering for the rehabilitation of Spencer Creek. This rehabilitation will include interpretive aspects, seating, and additional walkways along Spencer Creek and throughout the Bradstreet’s Landing greenspace. Construction for Spencer Creek is scheduled for late summer of 2025.  Additional parking is under design for the south side of Lake Rd., as well as a road diet in front of the park, pedestrian crossings, and Rapid Rectangular Flashing Beacons (RRFBs) to cross Lake Rd.  These will be implemented in 2025-2026.

 Wooster/Shoreland Neighborhood Park 

The City is applying for funding from Federal Community Development Block Grant (CDBG) funds and Community Development Supplemental Grant (CDSG) funds administered by Cuyahoga County through the Department of Development for construction of the proposed park at the intersection of Wooster and Shoreland.  Construction is expected to begin in the summer of 2025.  Design work for the park is underway.  For further information or to provide comments, contact Kathryn Kerber, Director of Planning and Community Development, at 440-895-2598 or kkerber@rrcity.com.
