Planning and Community Development
The Planning and Community Development Department is the City liaison to the business and residential community. This department facilitates:
Land Use Commissions, including the Planning Commission, Board of Zoning Appeals, and Architectural/Design Board.
Master Plan creation and implementation, including grant applications.
The Heritage Home Loan Program: As of January 2025, Rocky River residents with homes at least 50 years old can take advantage of this program by the Cleveland Restoration Society. A home mailing and public information session are coming soon, but you don’t have to wait; you can contact them through their website or at 216-426-3116 any time.

Master Plans and Grants
Master Plans capture the current condition and long-term visions for a particular place (like a park), system (traffic signals and crossings), or the whole city. They provide a framework for collecting the views of residents and forming them into an actionable plan. Master Plans also provide support for grant applications, demonstrating that the City has thought through options and incorporated community input.
